   An act relating to the California Unity Center, making an
appropriation therefor, and declaring the urgency thereof, to take
effect immediately.



	LEGISLATIVE COUNSEL'S DIGEST


   AB 1163, Steinberg.  California Unity Center:  appropriation.
   The Budget Act of 1998 appropriates funds for the support of state
government and contains an appropriation to the California Arts
Council for local assistance to be allocated to various museums in
this state.
   This bill would appropriate $500,000 to the California Arts
Council for local assistance to be allocated to the City of
Sacramento, on a matching basis, for the purposes of assisting the
city in the planning and development of a California Unity Center in
Sacramento.
  This bill would declare that it is to take effect immediately as an
urgency statute.
   Appropriation:  yes.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  The sum of five hundred thousand dollars ($500,000) is
hereby appropriated from the General Fund to the California Arts
Council for local assistance to be allocated to the City of
Sacramento for the purposes of assisting the city in the planning and
development of a California Unity Center in Sacramento.
   The City of Sacramento may only receive funding pursuant to this
section in an amount equal to matching funds that the city
demonstrates that it has obtained from another source on a
dollar-for-dollar basis.
  SEC. 2.  This act is an urgency statute necessary for the immediate
preservation of the public peace, health, or safety within the
meaning of Article IV of the Constitution and shall go into immediate
effect.  The facts constituting the necessity are:
   In order that funds may be appropriated to facilitate the planning
and development of a California Unity Center in Sacramento at the
earliest possible time, it is necessary that this act take effect
immediately.
